Parliament Monsoon Session LIVE: LS adjourned till 2 pm, Rajya Sabha till 12 pm

In Parliament, PM Modi walked up to senior Congress leader Sonia Gandhi to inquire after her health .

Rajya Sabha proceedings were adjourned for almost an hour on Thursday as a mark of respect to sitting MP and senior BJP leader Hardwar Dubey who passed away last month.

When the House met on the opening day of the monsoon session, Chairman Jagdeep Dhankhar mentioned of the death of Dubey, who was elected to the Upper House in November 2020.

Lok Sabha adjourned till 2 pm as a mark of respect to the Members of the House who passed away recently.

Rajya Sabha adjourned till 12 noon as a mark of respect for sitting MP Hardwar Dubey who passed away in June.

Union Law Minister Arjun Ram Meghwal says, “Yesterday in the all-party meeting, it was said that govt is ready to discuss the Manipur situation. The Speaker and Rajya Sabha Chairman will decide the date for discussion.”

DMK MP TR Baalu says, “…I have already given a notice for the removal of the Governor of Tamil Nadu for having defied the Constitution and also over Manipur and other issues. Most important issues will be discussed today.”

The monsoon session of Parliament begins on Thursday and Lok Sabha Speaker Om Birla has urged the MPs of all parties for meaningful discussions in the House on issues of national and public interest.

The Monsoon session will begin at 11 am.

“I’ve given a notice under Rule 267 over this issue (of Manipur violence). The Chairman also must have seen the visuals, he also must have seen Manipur burning over the last 2.5 months. If the issue is not discussed in the Parliament, then what’s the use of having a Parliament,” says RJD MP Manoj Jha. (PTI)

“Our party has visited Manipur. Rahul Gandhi went to Manipur and talked to the people. We want a discussion on Manipur and after the discussion, we also want the government to take the opposition leaders there, but they are not doing so,” said Congress President Mallikarjun Kharge.

We will see whether our Chairman (Rajya Sabha) will allow us to raise it or not. PM is silent on this. You have time to call 38 parties (for the NDA meeting) but you (PM) don’t have time to go there.”

The Congress on Thursday slammed the Centre after a May 4 video of two women being paraded naked in Manipur surfaced, with party president Mallikarjun Kharge accusing the Narendra Modi government of turning democracy into “mobocracy”.

He said that “humanity has died in Manipur” and asked Prime Minister Narendra Modi to speak about the ethnic violence-hit state in Parliament and tell the nation what happened.

Ahead of the Monsoon session of Parliament that begins Thursday, several opposition MPs have given notices in both Lok Sabha and Rajya Sabha demanding discussions on the situation in Manipur arising from a fresh controversy as a video of two women being paraded naked surfaced and was widely circulated.

The Union Cabinet on Wednesday approved amendments to the Mediation Bill including reducing the maximum timeline for completing mediation proceedings from 360 to 180 days.

The official amendments to the law ministry bill are likely to be tabled in the Monsoon session of Parliament beginning Thursday.

The Congress on Thursday slammed the Centre after a May 4 video showing two women being paraded naked by some men in Manipur surfaced and asked when will the Narendra Modi government stop acting like “all is well”.

The party also sought to know when will Manipur Chief Minister N Biren Singh be replaced.

Congress general secretary Jairam Ramesh said it has been 78 days since a full-scale ethnic violence broke out in Manipur and 77 days since the ghastly incident where two women were stripped, paraded and allegedly raped.

DCW chief Swati Maliwal says, “I am unable to sleep after watching the video which has come from Manipur. The incident happened 2.5 months ago but no arrest has been made so far. I am ashamed that no one has been arrested. Central govt is silent, PM has not made a single statement. I am writing today to the Manipur CM and PM Modi to end the violence in Manipur and take action against the accused and police officials.”

The Congress has been seeking a response from Prime Minister Narendra Modi on the Manipur issue, which is facing ethnic violence since May 3 and has seen many fatalities.

Attacking the prime minister over the Manipur issue, Jairam Ramesh said he is taking a meeting on the eight cheetah deaths but there is no expression of concern from him on the situation in the northeastern state.

The opposition’s demand for a discussion on the situation in Manipur during the Monsoon Session is “non-negotiable”, senior Congress leader Jairam Ramesh said on Wednesday, asserting that the government must shun its “my way or the highway” approach and follow a middle path for smooth functioning of Parliament.

The monsoon session of Parliament will consider 21 new Bills including those proposing to establish a comprehensive legal framework governing digital personal data protection, giving exemption to certain forest land from legal protection, Bill to replace controversial Ordinance on Delhi services, repeal of 65 obsolete legislation and tighter regulation of multi-state cooperative societies.

The Trinamool Congress on Wednesday said the party will raise the issue of ethnic strife-torn Manipur in Parliament, while condemning the incident in which two women were paraded naked and molested by a group of men in the northeastern state.

A five-member delegation of TMC MPs visited two relief camps each in Churachandpur, one of the most affected districts, and Imphal Valley.

A day after the show of strength by Opposition parties in Bengaluru, the entire Opposition is all set to raise Manipur violence, railway safety, unemployment, inflation, the status of the India-China Border and trade balance between the two countries among other issues during the monsoon session of the Parliament starting Thursday.

Twenty-six opposition parties on Tuesday formed a coalition –Indian National Developmental Inclusive Alliance (INDIA)– to unitedly take on the ruling NDA with Congress leader Rahul Gandhi asserting that the fight will be “between INDIA and Prime Minister Narendra Modi”.

The Union Cabinet on Wednesday gave its nod to the Digital Personal Data Protection (DPDP) Bill, which will be tabled during the monsoon session of Parliament, according to a source.

The bill aims to make entities like internet companies, mobile apps, and business houses more accountable and answerable about collection, storage and processing of the data of citizens as part of “Right to Privacy”.

The government on Thursday listed bills on personal data protection, to amend forest conservation laws and on the contentious ordinance on Delhi services for the Monsoon Session of Parliament beginning next week.

A bulletin issued by the Lok Sabha Secretariat listed 21 news bills for the Monsoon Session, including a draft legislation to check film piracy, introduce age-based categories for censor certification and to set up the National Research Foundation.
